From the Colorado Department of Public Health and Environment, June 2003:

"Handlers of universal waste electronic devices must ensure that the devices are disassembled in a manner that prevents the release of any universal waste or component of universal waste to the environment.

Special management procedures necessary to manage the waste properly also need to be evaluated prior to disassembly. Employees must be thoroughly familiar with the procedures for dissambling each electronic device, proper waste handling practices and emergency procedures relevant to their job responsibilities."

Penalties for improper disposal are enforced up to $25,000 per day. You can't trust that to just anyone.
